The first steps of this lesson

Step 1: The Rule: At Least Two of Seven

HSC §115922(a), printed in 2025 CRC Appendix CI (as amended effective January 1, 2025), says that when a building permit is issued for a new swimming pool or spa, or the remodeling of an existing one, at a private single-family home, it shall have at least two of seven drowning prevention safety features. "Swimming pool" means any structure for swimming or recreational bathing containing water over 18 inches deep, including hot tubs, spas and portable spas (§115921). Before final approval the local building official inspects the features (§115922(c)). The rule does not apply to public pools, to hot tubs or spas with locking safety covers complying with ASTM F1346, or to an apartment complex or any residential setting other than a single-family home (§115925).

Step 2: Features 1 to 4: Enclosure, Mesh Fence, Cover, Exit Alarms

(1) An enclosure that meets §115923 and isolates the pool or spa from the house; the fence and gate geometry is taught in the C-13 Fencing lessons. (2) Removable mesh fencing meeting ASTM F2286 with a self-closing, self-latching gate that can take a key lockable device. (3) A manual or power safety pool cover labeled as meeting ASTM F1346-23. (4) Exit alarms on the house's doors and windows that open directly to the pool, sounding a continuous audible alarm or a repeating verbal warning when opened or left ajar; battery or wired.
