Follow the phases in order. Open any step to see practical preparation details and the official sources that control licensing decisions.
Phase 1
Before you apply
Confirm your qualification and submit a complete application. The contractor bond and initial license fee do not belong in this phase.QualifyChoose the correct classification, confirm the qualifier, and organize verifiable experience before paying an application fee. Before beginning the application process, make sure you meet the necessary requirements and can document them. CSLB determines eligibility. Once CSLB receives your application, the application processing fee is nonrefundable, whether or not your application is approved.View full detailsClose details
What to prepare and expect
- Age, qualifier, and experience: The applicant or qualifying individual must be at least 18 and generally needs four full years of verifiable journey-level or higher experience in the classification during the ten years before applying.
- Education may provide partial credit: The state licensing board may grant up to three years of credit for qualifying education, technical training, or apprenticeship, but at least one year must be practical experience and the board decides the credit.
Before moving onMove to Step 2 only after you have selected the correct classification, identified the qualifier, and gathered records that can support the required experience.

What to prepare and expect
- Complete and proofread the entire application package: Use the application for the correct business entity and classification. - Original application: The nonrefundable state licensing board original application fee for one classification is $450.
Before moving onDo not move to Step 3 until the licensing board has accepted and posted the application as complete. Keep the application fee number and PIN, monitor the status, and answer any correction request by its deadline.

Phase 2
After the licensing board accepts your application
After acceptance, the licensing board sends separate fingerprint instructions and a Notice to Schedule an Examination. Follow each notice on its own timeline; schedule and pay PSI through the exam notice.Follow acceptance notices and schedule the examsAfter the licensing board accepts and posts the application, follow the separately mailed fingerprint packet and Notice to Schedule an Examination. Complete the fingerprint requirement on its own deadline, then schedule and pay each required PSI examination using the notice.View full detailsClose details
What to prepare and expect
- Fingerprint packet after application acceptance: After the licensing board accepts and posts the application as complete, it mails fingerprint instructions. Applicants using Live Scan must return the required copy to the licensing board within 90 days after receiving the packet; applicants outside California follow the packet instructions for Live Scan in California or hard-card fingerprints.
- DOJ fingerprint processing: The California Department of Justice processing charge is $32 for each person required to submit fingerprints.
- FBI fingerprint processing: The Federal Bureau of Investigation processing charge is $17 for each person required to submit fingerprints.
- Live Scan rolling charge: Each Live Scan location sets its own rolling charge. Enter the actual provider quote instead of using a fixed estimate.
- Notice to Schedule an Examination: After your application has been accepted and referred for testing, the licensing board mails a Notice to Schedule an Examination with instructions to schedule and pay each examination directly through PSI.
- PSI examination charges: PSI currently charges $51.00 per test. Add $51.00 for each required examination and each repeat attempt you plan to schedule.
Before moving onMove to Step 4 when the required exam appointments are scheduled. Complete and return the fingerprint paperwork on its separate deadline; the fingerprint packet and exam notice are parallel instructions.

- Exam completion window: Pass every required examination within 18 months after the licensing board accepts your application. After a failed attempt, wait 21 calendar days before scheduling another attempt.

What to prepare and expect
- Initial license — sole owner: The initial state licensing board fee for a sole-owner license is $200 after licensing requirements are met.
- Initial license — non-sole entity: The initial state licensing board fee for a non-sole entity is $350 after licensing requirements are met.
- $25,000 contractor bond: The $25,000 figure is the required bond face value, not the premium paid. Only an actual surety premium quote belongs in a cost total.
- $25,000 qualifier bond when required: A separate qualifier bond may be required. Its $25,000 face value is metadata and must not be added as if it were the premium.
- $100,000 LLC employee/worker bond: An active LLC license requires this additional surety bond. The $100,000 face value is not the premium and is excluded from calculated costs.
- Workers' compensation: Any employer needs coverage. Current exemption limits depend on employees, qualifier type, and classification; use an actual insurance quote and recheck the current state-board rule.
- Complete the asbestos open-book examination: Every new applicant must complete the asbestos open-book examination if it was not completed previously and submit the verification before the licensing board can issue the license. This requirement does not certify the contractor to perform asbestos-related work.
Before moving onDo not advertise, bid, contract, or accept work as a licensed contractor until the licensing board has issued the license and its online status shows the license is active in the needed classification.
